What it is: Makeshift refugee camp. 
Who it serves: When South Sudan received its independence the Arabs of Sudan drove out all Africans towards the South. Families who'd lived there hundreds of years became homeless and without a single possession.
What's still needed:  Another classroom, the population continues to grow;  toilets, boreholes (water), solar power and a generator; and at the very least a makeshift room serving as dispensary-pharmacy before a proper health clinic can be built and staffed.
